Stock footage videos from Sublime Pictures are cheap, accessible and licensed ready to go. The download will be in H264 format but you can request
an Apple ProRes file included in the price if it has been shot at higher quality than H264 but it may take some time to answer your email and access the larger files for you.
The only extra licenses are needed for using on other stock sites and/or feature films.
